To further balance the tones I used another Adjustment Brush to further darken the upper right and immediate foreground, setting the exposure to minus 0.70.

More selective darkening was applied to the sky with another Adustment Brush exposure setting at minus 0.90.

Having deepened the tones of sky and foreground the next area for attention was the water. This also required darkening with an Adjujstment Brush set to minus 1.07 exposure. The same brush was also applied to the two bottom corners to 'hold them in'.
